Named in honor of the fi rst recipients,
Ned Snyder III, MD, FACP, and Delbert L.
Chumley, MD, FACP, the awardee must
be a registered Key Contact who has
demonstrated outstanding leadership
in the areas of legislative advocacy and
grassroots activism. Additionally, the
recipient of the Advocate of the Year
award has consistently communicated
concerns on behalf of TXACP Services to
elected offi cials on issues and unfailingly
responded to legislative alerts, as well as
served as a community spokesperson on
behalf of internal medicine and patients.
This awardee has expanded the
Chapter’s advocacy program, recruited,
and actively participated in Leadership
Day visits and/or other meetings with
legislators and staff. Dr. Hays gives his
time to the medical community in many
ways. He serves as a vice councilor on
TMA’s Board of Councilors, TMA’s ethical
decision-making body. He also serves
as an alternate delegate to the Texas
Delegation to the American Medical
Association and is a past chair of TMA’s
Council on Medical Education. He chairs
the Dallas County Medical Society’s
Legislative Committee. Dr. Hays has been
practicing for 36 years. He received his
medical degree at the University of Illinois
College of Medicine.

Join us in congratulating the six DCMS
member physicians who have been
selected to renew their terms of service in
Texas Medical Association (TMA)-affi liated
leadership positions:
Mark A. Casanova, MD, a Dallas
palliative medicine physician in practice
for 22 years, was elected as a delegate to
the Texas Delegation to the AMA House of
Delegates.
John T. Carlo, MD, a Dallas public
health and preventive medicine physician
in practice for 17 years, was elected as an
AMA delegate.
John T. Gill, MD, a Dallas orthopedic
surgeon in practice for 34 years, was
reelected to serve as an AMA delegate.
Steven R. Hays, MD, a Dallas
nephrologist in practice for 37 years, was
reelected to serve as an AMA alternate
delegate. Dr. Hays also was reconfi rmed
as a regional vice councilor on the TMA
Board of Councilors.
Bryan G. Johnson, MD, a Frisco internal
medicine physician in practice for 24
years, was reelected to serve as an AMA
alternate delegate.
Edward W. Tuthill, MD, a Dallas
psychologist in practice for 50 years, was
reconfi rmed as a regional councilor on the
TMA Board of Councilors.
TMA’s House of Delegates policymaking
body met virtually on Saturday, May 15,
2021, and announced this year’s TMA elections.
TMA elected area physicians to represent
Texas doctors in the American Medical
Association (AMA) House of Delegates, the
national organization’s policymaking body,
and selected members for TMA’s Board of
Councilors ethical policymaking body. As
part of the Texas Delegation to the AMA,
the physicians take policy adopted by the
TMA House of Delegates to the AMA House
of Delegates. In addition, they advocate on
the national level for Texas patients and
